**DBJ - BUDGET TRANSFER AUTHORITY** **Adoption Date:** 02/25/2014 In keeping with the need for periodic reconciliation of the school department’s budget, the School Committee will consider requests for transfers of funds between the Department of Elementary and Secondary Education function codes as they are recommended by the superintendent.  Through its superintendent, the School Committee will delegate responsibility for managing transfer of fund requests between the Department of Elementary and Secondary Education function codes.  The superintendent will inform the Committee of the need for non-routine transfers when in his or her discretion such transfers call for a substantial change to the overall fiscal management plan for the respective budget cycle.  In such circumstances, a majority vote of the School Committee will be required to make such transfer requests.  All funds in the general account not expended or unencumbered by the close of the fiscal year will be returned to the town. Should additional revenues, including grants, materialize during the budget year, a plan for spending such funds shall be incorporated into the current budget and approved by the School Committee.
